People should not be allowed to own pets without learning about the species first, like learning to drive. This is my opinion but giving your kids a puppy for Xmas and then shutting it out in the tiny yard for hours on end, on its own, while it cries and barks is no way to treat a social pack animal. You interact with it.

N.B. I’m in the UK. Local laws differ.

P.S. The RSPCA reply to my report to them online was that they won't do anything about it unless the dog is danger for its life. *sigh*
