WoW macros/scripts post 3.3

My WoW programming/macro fu has deserted me tonight. I cannot remember how to write a macro that does what the following pseudocode says:

if I have a target
/s something about %t
/s something else
do something

Can anyone help me out? The part I cannot remember is how to test whether I have a target or not without setting a target for myself in the macro - not what I need! I have found a few ways of doing the if/else construct but cannot find how to test if I have a target. The changes post 3.3 make a difference as well.
